I have used whole wheat flour to make dough for parathas. You may use a mix of all-purpose flour and whole wheat flour. To make flaky parathas, some fat is added to the flour. I have used clarified butter. You may use oil. The dough for parathas is softer than the dough for chapatti. I have used water to knead the dough. The key is that water is half the volume of flour used. Milk can also be used. It not only increases the flakiness , but also increases the shelf life of the parathas.

How to make Dough for Paratha

1. Mix flour clarified butter and salt : In a large plate or mixing bowl add 2 cups whole wheat flour, 2 tsp clarified butter and salt to taste.

2. Add water GRADUALLY : Gradually add water (approximately 1 cup) and bring the dough togetherfor a perfect dough for parathas.

3. Knead the dough : Knead to form the smooth dough

4. Let dough rest for 20-30 minutes for a smooth paratha dough recipe : Once the dough is ready, brush little-clarified butter and cover dough with a damp cloth and leave for 20-30 minutes.

5. After 20 minutes, knead again to get dough for parathas recipe : Once the dough has rested for 20-30 minutes, knead the dough again for 2 minutes.
